Human Resources services over 2600 employees in a community of over 250,000 citizens and is responsible for the conduct and administration of the Civil Service Personnel Program by:
- Coordinating, creating, revising, implementing, and maintaining standard operational procedures, rules and regulations, performance evaluation program (PEP), appendixes, and personnel forms in support of the program;
- Auditing systems, monitoring departments for compliance, advising management, maintaining and improving employee relations, evaluating and surveying effectiveness and efficiency of personnel functions.

We employ full-time, part-time, and temporary employees. New full-time employees must serve a 12 months orientation period of employment before obtaining Civil Service Status.

We strive to pay salaries competitive with those in our surrounding counties. Merit increases are recognized through individual effort and measured by the employee's Annual Performance Evaluation.
